The modern concept of the cultural landscape is the result of the development of contemporary society and the values that govern it. After World War I and its devastation and massive industrial development, Since the 1950, people have found that their lives are closely linked to the environment in which they live and work. And it became a psychological and cultural reference to a balanced way of living because people everywhere have an inextricable link with their culture and it makes sense in its context, Therefore, it is imperative to promote cultural infrastructure in order to promote culture. Cultural centers can be an important factor in any society's dissemination of its culture And on the other hand, one of the most important areas in social studies and cultural research to understand the value and attitude changes and new lifestyles is leisure and recreation , Because it can represent cultural values, attitudes and tastes because of its lower requirements and greater freedom of action. And, of course, the issue of leisure and the filling of leisure time with the special cultural and artistic programs of interest to the youth and the people has been one of the reasons for the creation of cultural and leisure centers in the contemporary era. A look at Iran's demographic data shows that the majority of Iran's population is under 25 years of age. And this alone illustrates the importance of planning for young people and, by extension, the importance of expanding cultural spaces for their leisure and productive leisure. Therefore, considering the importance of the cultural heritage of the Bam region to the local community, the Iranian nation and the world, as well as the Government of the Islamic Republic of Iran, requested UNESCO to lead a global effort in the cultural and educational fields for the region to be re-established through cultural landscapes, Had a significant impact on the desirability of quality components in the citizen's living environment.
